What Is an ESA?

An Education Savings Account (ESA) is a state-run program that allocates public education funds directly to families, giving them the freedom to spend on pre-approved educational services. Originally launched in Arizona in 2011, ESAs have since spread to many other states and are rapidly expanding.

Think of it as a flexible “education wallet” that can be used for:

Unlike traditional school vouchers, which usually cover only tuition, ESAs empower families to choose how and where education happens.

Who Qualifies?

Eligibility for ESAs varies by state, but common criteria include:

  • Students with disabilities
  • Military families
  • Families meeting set income thresholds
  • Homeschoolers
  • Children exiting public schools

Some states, like Arizona and Florida, now offer universal ESA access, while others limit it to specific groups. For example, Montana’s ESA program is currently focused on reimbursing families of students with disabilities for qualifying expenses.
